The Local Community Development Programme (LCDP), which supported individuals and communities experiencing disadvantage or marginalisation, ceased to operate on 31st March 2015 and was replaced by the Social Inclusion Community Activation Programme (SICAP) on 1st April 2105.

The overall aim of the SICAP programme is: “To reduce poverty, promote social inclusion and equality through local, regional and national engagement and collaboration.”
The vision for the programme is to contribute towards improving the life chances and opportunities of those who are experiencing marginalisation in society, those living in poverty and those experiencing unemployment. This will be achieved through work with individuals and communities using Community Development approaches, targeted supports and interagency collaboration and with the underpinning values of equality and inclusion.

The development work associated with SICAP will be delivered by Avondhu Blackwater Partnership, within the remit of the following broad programme Goals:

Goal 1:To support and resource disadvantaged communities and marginalised target groups to engage with relevant local and national stakeholders in identifying and addressing social exclusion and equality issues.

Goal 2:To support individuals and marginalised target groups experiencing educational disadvantage so they can participate fully, engage with and progress through life-long learning opportunities through the use of community development approaches.

Goal 3:To engage with marginalised target groups/individuals and residents of disadvantaged communities who are unemployed, including those who do not fall within mainstream employment service provision, or who are referred to SICAP from other agencies, to support their mobility towards the labour market and to improve their work readiness.   In addition to supports for job seekers, specific supports will also be offered to those progressing to self-employment and to creating social enterprise opportunities.
